Optimism’s governance has voted to redirect 546.9 million OP tokens — previously earmarked for future user airdrops — into a new Strategic Ecosystem Fund controlled by the Optimism Foundation. At OP’s current price of roughly $0.09, the reallocated stash is worth about $50 million, equal to nearly a quarter of the token’s entire circulating market capitalization.

OP has a circulating supply of approximately 2.29 billion tokens and a market cap of roughly $211-214 million, according to CoinGecko data. The token traded around $0.09 on Thursday, up about 11% over the prior 24 hours amid a broader crypto rally, but it remains more than 93% below its all-time high.

Where the tokens are going

The new fund is designed to underwrite partnerships with other chains, protocols and institutions, as well as incentives meant to boost activity and liquidity on OP Mainnet and accelerate OP Enterprise, Optimism’s push into institutional adoption. The Foundation says the money is meant to help OP compete for enterprise deals rather than sit idle in a user-rewards bucket.

Optimism has already distributed 269.1 million OP across five prior airdrop rounds and says no further airdrops are currently planned. The project argues that broad token giveaways were suited to an earlier growth phase focused on user acquisition, and that its current priority — signing institutional and enterprise partners — calls for a different kind of capital deployment.

Delegates push back on broken promises

The vote was not unanimous in spirit. Some delegates objected that the 546.9 million OP had effectively been promised to users and questioned how the Foundation would measure returns on ecosystem spending once the tokens leave the airdrop pool. Supporters countered that redirecting the allocation toward partnerships and incentives would generate more value for the network than distributing it to wallets with no strings attached.

CoinDesk reported that the deciding vote in the governance process came from a team funded by Optimism itself, raising questions among some community members about how independent the decision-making process really was.

Why it matters for OP holders

Optimism is the Ethereum scaling project behind OP Mainnet and the OP Stack, the open-source framework powering more than 30 chains — including Base, Unichain, Kraken’s Ink and Sony’s Soneium — all of which now contribute revenue back to Optimism. That network effect is central to the Foundation’s argument for prioritizing institutional growth over retroactive user rewards.

For traders, the reallocation removes a well-known token overhang tied to future airdrop expectations, but it also concentrates nearly $50 million in Foundation-controlled spending power at a time when OP still trades over 90% below its record high. Whether that capital translates into measurable ecosystem growth — or simply dilutes community trust further — will likely shape how the market treats future Optimism governance votes.
