President Donald Trump on Wednesday pushed the Senate to clear the CLARITY Act by a Sept. 15 cloture vote, a threshold Coinbase CEO Brian Armstrong said the bill could clear with “more than 60 votes.” Trump also floated expanding the government’s Bitcoin holdings, telling reporters the idea has “certainly” been discussed as a way to relieve pressure on the dollar.

The remarks came during a White House press conference with crypto industry executives, including Armstrong and Gemini co-founders Cameron and Tyler Winklevoss. The event doubled as a public push to force action on the Digital Asset Market Clarity Act, the market-structure bill that has sat stalled in the Senate since the House passed it in July 2025.

60 Votes, One Deadline

CLARITY would set legal boundaries for which digital assets count as securities, commodities or payment stablecoins — the rulebook the industry says it has lacked for years. Lawmakers had hoped for an August floor vote, but that timeline slipped; a cloture motion is now scheduled for Sept. 15, and Armstrong told the room he expects the bill to clear the 60-vote bar needed to break a filibuster.

Trump backed that read of the numbers. “It’s very bipartisan, I would say,” he said after Armstrong spoke. “Lot of Democrats support.” He also framed passage as a geopolitical race, saying the legislation “will keep us ahead of China, and keep us ahead of everyone else.”

Not every senator is on board with how the bill is being characterized. Speaking separately at the Wyoming Blockchain Symposium, Senator Ruben Gallego pushed back on Trump’s “fair version” framing: “I think, unfortunately, what the president means is fair to him.” The comment underscores that the Senate holdup isn’t purely procedural — critics have flagged unresolved questions around tokenized equities, stablecoin rewards, and the Trump family’s own financial ties to the crypto sector.

A Bigger Bitcoin Reserve on the Table?

Asked whether Washington plans to accumulate a sizable Bitcoin position, Trump didn’t rule it out. “Certainly it’s been talked about,” he said. “It’s take a lot of pressure off the dollar. It’s been very, very good for the dollar. And I think if you came in with recommendations I would” consider them, he added, addressing the assembled executives directly.

No dollar figure or purchase timeline was attached to the comment, but it’s the clearest public signal yet that the administration sees a larger sovereign Bitcoin position as a live policy option rather than a settled matter. For holders, that keeps a potential structural buyer — the US government — in play alongside CLARITY’s promise of regulatory certainty.

Why It Matters

Wednesday’s event was Trump’s latest direct appeal on crypto policy, following the March 2025 White House crypto summit and the July 2025 signing of the GENIUS stablecoin law. Trump had also pressed Congress in July to pass CLARITY in honor of the late Senator Lindsey Graham, whom he called a “big supporter” of the bill.

For traders and builders, the near-term catalyst is concrete: a Sept. 15 cloture vote that, if it clears 60 votes, would move CLARITY toward becoming the first comprehensive US market-structure law for digital assets — determining, asset by asset, what counts as a security, a commodity, or a stablecoin under federal law.
