The token had peaked on the day the House originally passed the bill, and it has traded in a tight band around the $1 level ever since the delay was confirmed.

Against that price backdrop, the regulatory picture is far from static. POLITICO reported on Thursday, August 13, citing people familiar with the matter, that the White House will host crypto and prediction-market executives next week, with the gathering set for August 19, according to CoinGape. President Trump’s attendance was not confirmed in the report.

A Meeting Timed to the CFTC’s New Advisory Committee

The White House session lands exactly one day before the Commodity Futures Trading Commission convenes the inaugural meeting of its new Innovation Advisory Committee (IAC). That panel is expected to draw participants from crypto, prediction markets and traditional finance to map out next steps on digital-asset oversight.

The back-to-back scheduling suggests regulators and the administration are trying to keep momentum on crypto policy even as the flagship legislative vehicle stalls. Lawmakers had hoped to push the CLARITY Act through the Senate before Congress broke for August recess; instead, a vote is now expected in September.

What’s in the Delayed Bill

Lawmakers began revising a new draft of the CLARITY Act in July, building on the version the House of Representatives passed last year. The updated text addresses ethics concerns, including a provision that would bar government officials from promoting or profiting from crypto assets.

Separately, market watchers have flagged an SEC vote around August 14 that could formally set Regulation Crypto rulemaking in motion — a process that would carry direct implications for how crypto offerings, including those tied to XRP, are structured and disclosed going forward.

Why the $1 Level Matters for Holders

For XRP holders, the psychological $1.00 threshold has become a proxy for how the market is pricing regulatory certainty. The token’s failure to break decisively above or below that level since the CLARITY Act delay suggests traders are waiting for a clearer signal from either the September Senate vote, the CFTC’s IAC output, or the SEC’s rulemaking timeline before committing to a new direction.

Trump campaigned on making the United States the “crypto capital of the world” and has since signed several pro-industry measures, including a March 2025 executive order establishing a Strategic Bitcoin Reserve. Next week’s White House meeting will test whether that policy momentum can translate into faster legislative and regulatory clarity, or whether XRP and the broader market are left waiting through another delay.
